Independent Chairperson and Independent Members - Joint Audit Committee
The Police and Crime Commissioner (PCC) and Chief Constable are seeking an exceptional individual to serve as Independent Chairperson of the Joint Audit Committee as well as an enthusiastic and committed individual to serve as Independent Member. These two important roles require the highest standards of integrity, independence and accountability.
We are committed to ensuring that the people of Cambridgeshire have trust and confidence in their police service and feel safe in their communities. The Joint Audit Committee plays a vital role in promoting transparency, strengthening governance, and providing independent assurance on risk management, internal control and financial oversight across both the Office of the Police and Crime Commissioner (OPCC) and Cambridgeshire Constabulary.
The PCC’s statutory functions are currently expected to transfer to the Mayor of Cambridgeshire and Peterborough in May 2028. While the future arrangements for the Joint Audit Committee beyond this date are unclear, the Committee will continue to operate and fulfil its responsibilities as usual.

As Chairperson, you will lead the Committee in delivering its responsibilities effectively, ensuring robust oversight of:
- Governance, internal control, and risk management frameworks
- Internal and external audit arrangements
- Financial reporting and transparency
- Assurance processes across the OPCC and Constabulary
You will set the tone for constructive challenge, openness, and accountability, ensuring the Committee operates with independence and influence.
Key Responsibilities of the Chairperson:
- Provide strong, independent leadership to the Committee.
- Chair meetings effectively, ensuring balanced participation and clear outcomes.
- Shape agendas and forward plans in partnership with key stakeholders.
- Promote a culture of constructive challenge and professional curiosity.
- Build effective working relationships with senior leaders, auditors, and stakeholders.
- Ensure the Committee delivers against its Terms of Reference and adds measurable value.
Additional Information
- Applicants must be aged 18 or over.
- We welcome applications from people of all backgrounds and communities and are committed to ensuring that our committee reflects the diversity of the communities we serve.
- Attendance at meetings (held online during working hours) is required.
- Appointment is subject to police vetting.
- A taxable allowance of £3,850 per annum is payable for the Chairperson (for additional responsibilities and based on 6 days a year).
- Income tax and National Insurance will be deductible from all payments.
- Acknowledging that the transition to the Combined Authority is projected to occur in May 2028, both positions are being advertised as four-year appointments. However, this may be subject to change at the point of transition.

As an Independent Member, you will contribute to the Committee's oversight and assurance responsibilities. You will be able to analyse and interpret complex information, ask insightful questions and provide constructive challenge to senior leaders.
Experience of audit, governance, risk management, assurance, accountancy or financial management is highly desirable. An understanding of local policing and Blue Light collaboration would be advantageous.
The role may appeal both to experienced non-executive leaders and to senior executives seeking their first non-executive appointment.
You will bring:
- Strong communication and facilitation skills, with the ability to guide balanced and effective discussions
- A clear commitment to integrity, accountability, and public service values
We are particularly interested in candidates with:
- Knowledge of accountancy, audit, or financial management
- Experience in governance, risk management, or assurance frameworks
