Purchase of low to high performance vehicles

To approve Cambridgeshire Constabulary to vire £380k from the 2014/15 revenue budget underspend to the capital budget to fund vehicle replacements (£300k) and associated equipment and livery for the vehicles (£80k).
The Constabulary’s contract for the purchase of Low and to High performance vehicles is due to expire in January 2015. The intention is to join the Eastern and South Eastern Region mini tender, which was originally intended to be re tendered at the end of 2014 , therefore allowing for a seamless transition to this contract. However, that Region has now extended its existing contract until 3rd October 2015, meaning Cambridgeshire will have no contract in place between February 2015 and October 2015.
There is an option for the Constabulary to undertake a mini tender during this time, but this would be potentially resource intensive and of limited attractiveness to potential suppliers, given it would be for less than 12 months and no opportunity for extension.
To ensure that there is no disruption to the fleet capital replacement programme and business as usual it is intended to pre-order vehicles and associated equipment and livery which will be to the value of £300k for the vehicles and £80k for the equipment and livery.
The Cambridgeshire Police and Crime Commissioner’s Business Co-ordination Board (BCB) discussed the proposal and agreed to the virement of the funding and the purchase of the vehicles at their meeting on the 13th November 2014. The minutes of the BCB record this and can be found at:
