Developing a Restorative Justice Approach in Cambridgeshire – Extension of Delivery Partnership

Decision To extend the delivery partnership with Restorative Solutions Community Interest Company (CIC) for a further year (December 2015 – December 2016) to further develop the Restorative Justice Service for victims in Cambridgeshire.

Decision Summary

The Cambridgeshire Police and Crime Commissioner’s (“the Commissioner”) Business Coordination Board (BCB) meeting on the 26th November 2015 discussed the proposal based on the following and agreed to approve the 12 month extension of the delivery partnership with Community Interest company Restorative solutions as set out below and in the BCB paper.

A joint Strategic Vision for Restorative Justice in Cambridgeshire lays out both the Commissioner and Cambridgeshire Constabulary’s commitment to provide resources to receive referrals (either self-referrals, from other agencies or Victim Care Co-ordinators in the Victims’ Hub) to a Restorative Justice Service. This service provision has been integrated into the new police-led Victims’ Hub and is delivered in partnership with other Cambridgeshire organisations building a sustainable and volunteer-based approach.

Restorative Solutions CIC were appointed as one-year delivery partners following a transparent process in December 2014 (Decision Note CPCC 2014-035 refers).

The delivery partnership with Restorative Solutions has proved successful. The Cambridgeshire model has been allowed to develop in consultation with local partners into a truly bespoke service. However its simplicity has meant that not all of the resources available (both funding and in-kind support) as part of the delivery partnership were required during the first year. The extension of the partnership allows these valuable resources to be drawn on.

The Commissioner and Restorative Solutions CIC have signed a new and revised Memorandum of Understanding (MoU) to outline the key responsibilities and understanding between the parties relating to the delivery and development of a partnership-led restorative justice approach. The services provided by Restorative Solutions CIC will be delivered in accordance with the MoU and the documents listed within it, and the Purchase Order Terms and Conditions.
