Corporate Governance Framework

To approve the proposed Corporate Governance Framework (including the Code of Corporate Governance), Scheme of Governance (including delegations) and the Decision Making Policy. These are to be subject to an early review to ensure lessons learnt from early implementation are incorporated.
Informed by the model schemes of governance produced by the Association of Police Authority Chief Executives and the Chartered Institute of Public Finance and Accountancy, the Commissioner’s designated Chief Finance Officer and Chief Executive, working with the Constabulary’s designated Chief Finance Officer, have produced the governance documentation for approval: the Corporate Governance Framework (including the Code of Corporate Governance), the Commissioner’s Scheme of Governance (including delegations) and the Decision Making Policy.
The views of the Chief Constable have also informed the governance processes.
The governance documentation that the Business Coordination Board are being asked to approve have been endorsed by the Interim Audit Committee on 20 November 2012.
The Commissioner and his Deputy have since reviewed these documents and amendments have been made in response to their challenge to ensure the process can run smoothly and facilitate effective decision making.
There is a need for these key elements of the governance framework to be in place immediately to ensure business continuity and to enable the Commissioner to act swiftly to begin to implement their manifesto and fulfil their statutory duties.
