Collaboration Agreements – Section 22A

Decision
To approve the signature of one Section 22A Agreement to create a further collaborated function across Bedfordshire, Cambridgeshire and Hertfordshire which will undertake the principal functions of Cameras, Ticket and Collisions (CTC) on behalf of the three Chief Constables and the three collaborating policing bodies.
Decision Summary
In 2011 the three Chief Constables and Police Authorities of Bedfordshire, Cambridgeshire and Hertfordshire entered into a Strategic Alliance for the purposes of providing effective policing in the areas covered by Bedfordshire Police, Cambridgeshire Constabulary and Hertfordshire Constabulary.
The business case for CTC functions was considered by the Finance and Resources Committee of Cambridgeshire Police Authority on 21 June 2012 and the Full Police Authority on 28 June 2012, related matters were also considered by the Full Police Authority on 1 October 2012.
It was resolved that the Authority instructed Bedfordshire Police, Cambridgeshire Constabulary and Hertfordshire Constabulary to work to bring about CTC as informed by the business case presented. The Authority also approved the signature of the formal Section 22A agreements to be delegated to the Chief Executive prior to the commencement of operations.
