 AUDIT OF ACCOUNTS YEAR ENDED 31 MARCH 2018

The accounts of the Police & Crime Commissioner for Cambridgeshire and the Chief Constable of Cambridgeshire Constabulary are subject to external audit by Neil Harris, Executive Director, Ernst and Young LLP, 400 Capability Green, Luton, Bedfordshire, LU1 3LU. Members of the public and local government electors have certain rights in the audit process.

From Friday 1 June 2018 to Friday 13 July 2018 inclusive (except Saturdays and Sundays) between 10.00am and 4.00pm, any person may inspect the accounts of both the Commissioner and the Chief Constable for the year ended 31 March 2018. This includes related documents such as books, deeds, contracts, bills, vouchers and receipts. They may also make copies of the accounts and documents.

Please note that the accounts and records are held in various locations and to facilitate the process applicants are initially asked to contact Tanya Little, Office of the Police & Crime Commissioner on 0300 333 3456 or Elaine Fox, Principal Financial Accountant, Cambridgeshire Constabulary on 01480 847757, or email cambs-pcc@cambs.pnn.police.uk.

From 1 June 2018 to 13 July 2018, a local government elector for the area of the Commissioner and the Chief Constable (Cambridgeshire), or his/her representative, may ask the Auditor (see above) questions about the accounts and may also object to accounts of either the Commissioner or the Chief Constable asking that the Auditor issue a report in the public interest (under section 27 of the Local Audit and Accountability Act 2014) and/or apply to the court for a declaration that an item in the accounts is contrary to law (section 28 of the Local Audit and Accountability Act 2014). Written notice of a proposed objection and the grounds on which it is made must be sent to the auditor at the address given above and copied to Dr Dorothy Gregson, Chief Executive, Office of the Cambridgeshire Police and Crime Commissioner, PO Box 688, Huntingdon, PE29 9LA and/or to Ms Niki Howard at the Constabulary address below.

 

Auditor appointment

For audits of the accounts from 2018/19, Public Sector Audit Appointments Limited (PSAA) is responsible for appointing an auditor to principal local government and police bodies that have chosen to opt into its national auditor appointment arrangements.

The PSAA has confirmed the appointment of BDO LLP to audit the accounts of Chief Constable for Cambridgeshire Constabulary and the Office of the Police and Crime Commissioner for Cambridgeshire (OPCC) for five years, for the accounts from 2018/19 to 2022/23. This appointment is made under regulation 13 of the Local Audit (Appointing Person) Regulations 2015, and was approved by the PSAA Board at its meeting on 14 December 2017.
